Enrolment Drive — Kesarapalli

Two days, walking the habitation with the school’s attendance register and the anganwadi list side by side. Every child aged 6 to 14 whose name is on neither is followed up. Most of what we find is not refusal. It is a family that has migrated for work, an elder sister kept back to mind a younger child, or a transfer certificate that was never issued. Each of those has a different fix and none of them is a poster campaign.
